Ballest kino question

I am talking to a regular electrician about kinos and ballest. We are wondering if it is possible to use a residential 120v ballest (http://www.ballastwise.com/item.asp?PID=143&FID=1&level=0) with a kino.

And why not?

You can put Kino tubes in a standard fluorescent fixture but as far as I know, the light output will not be as high as with the Kino ballast.

You can put Kino tubes in regular fluorescent fixtures and you can also put residential tubes in Kino fixtures (I often put Cool White tubes in my Kino's). The difference is the hertz at which the fixtures operates. Kino ballasts drive the tubes at much higher rates so you don't encounter flicker.
