I'm curious if anyone knows how to create the effect of bad reception. Not the 'old movie' effect, but a tv that goes in & out with some static etc..? A lot of horror films will have that effect when someone is watching a monitor etc. Thanks.
 
I'd use two video layers, a bunch of short edits on the static, and play with the compositing modes of the static stuff. Or at least something to that regard.

Bad reception can also cause brief lateral distortions of the image (known as flagging). So along with static you might want to cut up, shift and distort parts of the image, too.
 
use the noise filter and have a fiddle with that. Scale it down and it will look like tv noise good luck.
 
Your going to want to use a noise generator and play with the different composite modes
