Average Capture Frame rate 27.58 fps

Just out of curiousity.... I was capturing footage I shot last night and it says the average frame rate is 27.58fps. I shot with a 1/24th shutter. Does that have anything to do with it? I would expect it to be 29.976 or something. No dropped frames detected. Just wondering why the average frame rate shows up as 27.58 fps.
