Interesting tidbit: I just read that in all the "MCU 2.0" movies, someone gets a hand or arm cut off in homage to Empire.

I think Winter Solider still adheres to the formula. Empire flipped the formula completely upside down. I'm guessing the upcoming Civil War storyline is where things will really get upended in the Marvel universe.
I think part of the reason there was a lack in story was the dramatic scenes with dialogue seemed misplaced and long. Like the tension between the team needed to be emphasized and to show they were human. Especially Hawkeye's story, where you saw he had a life away from being an Avenger. The amount of time spent on the drama was a bit much because it seemed to be abandoned as soon as the action began. How many movies have been able to steer pure spectacle action and slow down significantly to convey drama between the people who are fighting. Star Wars balanced it pretty well but the character-character tension to action ratio was shorter than Age of Ultron, I think. There isn't nearly as many ensemble players in the same room together during the action.
in Jedi, you have Luke battling Darth Vader, you have the rest of the main ensemble battling the empire from the ground and the rest of the Rebels from space. There's a degree of separation with the action and drama.
