avchd export and conversion help?

I recently got the panasonic gh1, i have been doing some video tests at 720(60p) it uses avchd, i have been working on premiere and are trying to figure out the best export settings to move into after effects and to convert to 23.976 frames?
Also when i do export as 1080*720 when i go to play back it has black borders surrounding the entire thing, being 16:9 shouldn't t only have black borders on the top and bottom, this is how it appears in after effects?
i have looked through a multitude of posts, but haven't found one yet with information about this.
any suggestions would be great.

1080x720 is too small. It should be 1280x720.

If you want 24p, you should do the conversion before you edit so that you can edit as 24p. If you do all the editing first and then convert, you may find some unwanted surprises.

Do you have hard cuts or have you done a lot of editing work in Premiere? If not the latter, instead of exporting (compressing) a file from Premiere that will be imported into AE, I suggest simply importing the Premiere project. Or, depending on your software and system, Dynamic Link may be better for you. With my antiquated system, I can't take advantage of DL; however, others endorse it.

In any case, compressing as few times as possible will help protect your footage.
