Audio Sync/Weird Issues

I shot a short using an older, crappier 1CCD Canon camcorder some time ago and I've been trying to edit it. The image is not great and I accidentally recorded in 12-bit (I've been lectured). So, yeah.

First of all, I went to my editor who uses a brand new MacBook pro. We captured all the footage from MiniDV and it all looked fine (fine for what it was, anyway) and in sync. It was all quicktime files.

Basically, my editor became too busy to edit this and sort of dropped out on me. I had him transfer all the capture scratch to my laptop (a not-that-amazing PC with Vista- but good enough to handle the footage).

I've tried editing in Adobe Pro Cs4.1 and even in Adobe Premeire Pro 7.0- and every program I import the footage into, the sound and video are out of sync and the image has many more artifacts than it should.

My computer has always been sketchy with quicktime (even after I update), so i tried using a video converter to convert the files to the same quality .avi. I imported the .avi and still had the same problems.

I thought the 12-bit audio might be the issue, but Adobe always conforms the audio when I import it to match it to the project properties. The only other strange thing about the footage is that it was shot in "Low Light" settings which produces a strobe-like effect that makes it look like 15fps.

On Macs the quicktimes files look fine. On my PC they're messed up. Any thoughts?
