Either with FCP or STP or a combination I need to take a few lines of dialogue from a phone conversation and add an effect to make it sound like those voice changers you hear in all of those ransom movies. Not sure what combination of effects to add. I would like to stay in FCP if at all possible.

You want it to sound all creepy electronic like Scream you mean? Try the flanger effect in STP.
