Audio Effect? How do you create this?

The woman's voice sounds like a bandpass filter or a telephone simulator. Try EQing out the highs and lows.

Yeah the female is "phone filtered", like they say. I think there may also be some distortion added. The recipe would be:

1) Using at least a 3 band EQ, cut everything as far as possible below about 500Hz or so, and everything above about 2K. Then boost 1K or so to taste to get the midrange level sufficiently phone-like. This will generally overload the equalizer, so counteract that by reducing level at the inpput stage of the EQ. It will also usually create very nasty, erratic peaks in the level, so:

2) Apply a compressor, liberally, usually with a very high ratio, or perhaps even a limiter, after the EQ to even it out.

3) Try a guitar amp simulator plug-in for the distortion component, like AmpFarm, Sansamp, AmpliTube or the like. It shouldn't require very much of it, and could also just be left out.

The male voice sounds like it's mainly flanged or chorused, probably with some EQ and compression added as well, but nothing nearly as radical as with the phone effect. Experiment with different amounts of feedback, delay time and LFO speed (which sounds quite slow in the example) on the chorus or flanger until you like what you hear. Then try some moderate compression (4:1 ratio, 3-7 db of squash) and boost a bit of HF shelving EQ to taste to get the sparkle that was on the guy in the sample. It's probably best to put the compressor before the chorus/flange and the EQ after.

Like tigeba said, there may also be a very short secondary delay added, like 20-30 ms or so, and who knows...maybe a ring modulator as well. But I think what I'm hearing is mostly chorus or flange, and of those, I'd guess it's flanging.

Happy mixing!
