Anything like twixtor for vegas?

You can just do this in vegas. Foe on-the -fly just hold the ctrl button and drag the right end of the clip left or right. For precise slow-mo right click the clip, click properties, and change the playback rate.
If you shot in 60fps and want playpack to be 24fps slow-mo divide the fps you want into what you shot at.
if you shot 60fps and want 24fps playback take 24/60= .4
change the playback to .4

It is also just as easy to just drag the clip using and holding the ctrl button.

Can you please explain this "synthesize" a bit in detail?

The best way for slo-motion is to shoot a higher fps natively.

If you are doing this in post there are 3 general approaches that attempt to emulate as if you shot a higher fps, all with drawbacks.

Synthesizing intermediate frames looks at motion vectors from the preceding and forward frames, interpolating the results and generates an "in between" frame. The problem is it generates motion artifacts. But the other approaches are duplicating (jerky) , and duplicating with blends (jerky & blurry) provide less smooth results.

Twixtor plugin and AE (pixel motion), and other software like motion perfect, or avisynth's mflowfps, use the interpolation method

I discussed the 3 approaches in another post here

You can see a comparison of the results using the various methods

Thanks PDR,
the post you linked explains it all, the video samples were very useful in understanding the difference.
