Anyone remember Cinema Tools?

I'm looking for a program that convert (convert may not be the term) frame rates without the need to spend oodles of time exporting new files.
For example 29.97fps to 23.976fps or vice versa and it slows or speeds up the file to compensate.

Cinema tools use to due this with ease, bring your files in, change the frame rate and presto you have your files in that frame rate.
Is there a similar program that does that in 2020?

Both Adobe Premiere and After Effects have this capability.

I don’t know of a stand-alone tool that does this other than CT.
 
it's a little different in Premiere. you can reinterpret what framerate a file plays back in. but Cinema Tools could change the playback framerate in the file itself without recompressing. I definitely miss it. For example, sending sequences from Premiere to DaVinci with clips that have had their framerate reinterpreted can get screwed up, whereas if the native file had been modified it wouldn't be an issue.
 
I still have an old MB or MBP (IDR which one has the software installed on it as I have a few old Macs out-of-service) from 2006 or so with Cinema Tools on it.

Maybe worth looking into picking up a pertinent model for $100-$200 and then finding a copy of CT.
