Anyone Know How To Get This Export? Youtube HELP!

No, you have to create a Sequence for the aspect ratio you want your video project to be. Then drop your footage into it and enlarge your footage to fill up the frame. Then export to YouTube. That's it, there's nothing else to be done. Nothing "automatically" changes the aspect ratio for you. It's just that simple.

create a sequence for the aspect ratio in fcp you mean ? not in mpegstreamclip?
 
Well, to settle this once and for all, what camera was this shot with, in what mode?
Nothing makes sense until we have that information.
 
FYI mpegstreamclip and youtube cannot handle non-square pixels and maintain correct aspect ratio.

The sequence screengrab in post one is NTSC and uses rectangular pixels regardless of whether the anamorphic box is checked or unchecked.
