Silver membership is free, which is what I use. It's fairly straight forward, but with exhaustive pages and pages to fill out. It probably took me about three hours to get all the information I needed and typed in. Once you have all your information filled out for your film, applying to festivals is a snap. It's almost too easy. There's a million festivals listed there and you can quickly get swamped.
