Any way to make a DIY tilt shift lens?

I have a 35mm adapter for my HVX200 and I want a tilt shift, but I basically want to be able to attach it to any lens I own like a filter on the front. Is there any way this would be possible?

Not the most attractive, or easy to operate device, but Make Magazine just posted a "weekend project" on how to make a tilt shift lens. The concept is there, would need to be more refined for video work, in my opinion. Here is a link to the site.
