Any "low budget" method to mimic the Matrix bullet style shot?

Only think I can think about is shooting with a RED at 300fps and have the camera on a slider moving very fast. You would probably need a very high shutter speed to pull this off without motion blur no?

Back in the day I saw tutorials that used utilized the FREE Winmorph software. The basic idea is as follows.
Set up a floor and wall greenscreen and a DSLR on a tripod
Have the actor jump into the air, holding a certain pose. Film the action once.
Have the actor repeat the jump, each time holding the same pose, but have them turn around from you with each jump. Take a still shot of each jump. By the end, you're looking at the actors backside
Shoot a panoramic still image of your location (this will be your background plate)
In Winmorph, morph the still images together. Think of each still as a keyframe. You only need six or so for 180 degrees.
Splice the rendered morph into the live video you shot. Key the sequence and use your panorama as the background.

Why not just get a bunch of go-pro cameras and set them up in the same configuration as the bullet time rig? Probably the cheapest way to do it semi-legit.

On crank they did something like this with several hv20's on a curved piece of speed rail. You could also do the still image morph thing. I would use after effects and twixtor though
