Any Alternative for "Artbeats" effects?help!

Don't use NTSC files for a PAL project, you will have to convert them somehow or else you will get jerky motion and frame jumps. You might get away with non moving objects sometimes.
 
For the conversion the best tool I have used is Canopus' Procoder, it does pretty good conversion. But you will never get good results unless you take the videos to a facility with hardware converters.
As for the artbeats I don't know, I have only used VideoTraxx backtracks. You can try making your own motion backgrounds.

Ok so what i need is a tool that changes NTSC->PAL and MOV->normal avi\mpeg
what do you say?

p.s-i guess that VideoTraxx is a collection of shots...i dont need shot of people walking on the beach or something...i need effects for transitions between shots...look at this sample-i love the Red\Orange clutter transition+film cut effect:
