During the scene where the girl is getting off the motorcycle there seems to be a really unnatural light on her. Does it seem like that to anyone else? If so how do you think theyre doing that. Are they reflecting the light? Are they using huge lights that rival the sun?

Yeah it looks like from a car, or a very powerful blonde. However they can enhance this in post by adding optical flares or even photoshop.

nice effect, you see it all the time on car lights.

My guess this is a post effect that uses a 'whacked' lens flair type effect. The shots are intercut with the performer, and those shots have the same pattern of 'flair' as does the shot with the girl getting of the scooter.

In After Effects you can 'track' an objects motion, and then 'tie' an sequence to that motion. So, tracking on some background element that moves off screen as the camera follows
the girl, then tie an 'effects' sequence in the layer above, would give the impression of the bright object being part of the background and moves naturally off screen during the pan.

For the flair effect on the performer, that seems to be just a simple keyframing opacity changes.

So more simply...

Create a flair effect layer.
Track motion of background element in pan that follows girl.
Place flair effect layer on top of girl clip.
Tie motion of flair effect to element in girl clip.

the lens flare or the fill light? Looks like the lens flare is artificial, maybe a post plug-in. The fill light looks like light from a gold crinkle reflector or a silver reflector through gel.
