Animation Pictures, In Tv they look kind of edgy.

Hello, im having problems when I animate a photo, I usually use Scale, rotation and anchor point.
When I preview my animation on my computer it looks good, but when I see it on a TV I see the image a little jumpy when there is contrast, it fools like zebra petterns.
What can I do to correct this error?

Turn on motion blur.
Avoid thin horizontal lines. (blur vertical if need be)
If this is saved out in DV format or other compression scheme diagonal lines can turn into stairsteps.
Set layers to best quality.
Consider rendering in fields if this is targeted for video (i.e. 60i)

Try higher frame rate, and other codecs, with other compression.
