Animation Layered On Top OF Video?

[Habitat]

Hey guys I've been watching a few music videos lately and I've noticed this animation people use and it looks pretty awesome. Does anyone know exactly what tools or how one goes about achieving this look/effect?

Reference vids would be - http://www.youtube.com/watch?v=1nZKwreCVtU

Thanks a lot guys

I'm going to guess some sort of rotoscoping with after fx or such

Looks like hand drawn animation to me. They might have made use of some effects like Twitch from VideoCopilot to add the jitter, but it's most likely good old animation. When you consider that each of those animated elements is only a few frames long it's really not that much work.

Thanks for your answers guys I realized I posted this in the wrong forum. Going to repost in the graphics/animation forum to see if I can get a few more responses.
