Hand drawn over live action. Don't know if they output the sequence as stills, then used say photoshop and a tablet to draw the lines on each frame, then recollected the sequence into a clip...

True it could be output to a filmstrip file and opened in photoshop...

Film strip would be a nice way... or you can just draw on your footage using After Effect's drawing tools

That is definately the route I would go. Though you with CS3 you can open video files directly in Photoshop, though I never have yet.

Another great solution which I think work out easier because if you go the film strip route, you would have to export and insanely large file, open it up in PS, save it out, and re'import it
vs what Matt suggested, it would cut just about every step I just listed.
