Animate lights and gauges on old TV device?

I just put together this test video of our, ahem, ultraradionic telecommunicator...

How can I add some flashing lights and animate a needle on the gauge?

Draw a needle in AI and keyframe animate it? You should also add some transparent scanning bars up and down the video display.
