if I shoot using a anamorphic lense and edited than put out to dvd, can it still be viewed on a regular television or on a wide screen only?

If you flag it as widescreen material, the DVD player will automatically letterbox it for proper presentation on a regular 4:3 television.

To put it the same way only slightly different....that means author your DVD as a 16:9 project...

The DVD player itself will add the letterbox, you don't have to.
