Allow More Overhead

I want to create overhead on my movie. That is the slang term a projectionist uses to allow parts of a second frame to appear on screen. Does anybody have any ideas I can achieve this in a NLE?

Put the same video on V1 and V2 and use a vertical push transition effect to shift the image down the distance you desire. That might sound confusing, but if I'm understanding what you want it should be fairly simple.
