Is After Effects used to create clips like:

or

Or is it typically some other animation program?

The first seems like a 3d particle program. Or maybe Particular 2, don't know much about it and its capabilities.
The second is definitely possible to some extent in after effects. However, It may take a significant amount of time if you want it to look exactly like that. Look up Trapcode 3d Stroke, or Google "Trapcode After Effects Light Trails"

Ahhhhh yes.... thanks!
It definitely looks like its Trapcode, or if not, could be done in Trapcode. Very cool stuff.
