I had some extra wheels from my DIY track so I decided to attempt this. Compared to the real skater mini it's imprecise, its ugly but most important it's inexpensive. I spent about $15 total on the wheels, board and hardware.
The head was re-used from an old tripod I had (I recommend a new head because this one is a little wobbly if not careful.)
Unlike the real skater, the wheels form an equilateral triangle and are closer together (I don't see the benefit of their dimensions)
There are no degree measurements but simply point the bolts towards the desired object and you can achieve the same motion as the skater mini (if you don't point it the wheels precisely enough, there is some resistance but this is easily corrected with a minor adjustment.) You can also perform all the other motions the skater mini can do by adjusting the wheels (tracks, pulls, pivots, 360 rotations, rap around etc.)
I can't imagine it being any smoother. You just need a smooth surface.
