I'm trying to figure out how to do the effect that brushes light about horizontally based on the luma(??) and color on the video clip. Somebody told me this effect was from a plugin in AE but I couldn't get out of him which it was (was in the comments for another video with similar affects. It's used throughout the video below...anybody know it?

Sorry my answer is so short, Im just trying to think off the bat how to get that effect on already shot footage.

Heres something quick you can try with out a plugin.

Duplicate your footage
Adjust your curvs so you have some hot spots, Luma Key out darker so you just have
those hot spots with a bit of color.
Stretch out your footage on the sides about 20%
Turn the opacity down to like 20%
And hopfully you should have some smeared light streaks on the highlights.
