advice for short festivals?

I've just completed a short and would like to submit it to some festivals. Is there any importance to which festival has the "world premiere" of the short? And does it matter to a festival whether or not a short was shown at a bunch of previous "lower level" festivals? I can see it mattering for a full-length feature in terms of trying to get distribution, but not sure for a short. My current thinking is just to get it out there anywhere, but would like some advice/feedback. Thanks.

Select the ones that would best intrest what ya wanna do. All of em (that I know of) will take your entry fee. Some are a great way to showcase your capabilities, others are popularity contests, all can be a growing experience.

In most cases, premiere status doesn't matter for shorts.
