ADR/Looping in Premiere Pro 1.5

i ran a search and came up with a thread regarding vegas but nothing came up so...

Is using Premiere Pro 1.5 to re-record audio in post as easy as FCP/Vegas? Because I'm trying with PPro and I don't know how to let the audio/video sync with a counter and a preview of video like apple has it in FCP

The mic is a cheap Sony handheld that I picked up for $15. It is connected through the Mic In of a DV cam and then the firewire port of the cam is connected into the PC via firewire.
 
I wouldn't hookup through the camera - directly with the pc should work - using the voice over option in ppro should do it. They allow you to record sound while watching the playback.
