Adobe Premiere - viewfinder effect

You could make a version of that in the Premiere Titler Window or a more elaborate version in PhotoShop or Adobe Illustrator.

What you are creating is a graphic overlay ...so that means you need the graphic (markings) on a transparent BG how ever you do it.

The Premiere Titler automatically has a transparent (alpha) BG so that makes it easy.
Use the line, circle and rectangle tools plus some Text then overlay it just as you would any title.

I would prefere to make it in Photoshop. The question is how to mask it in Premiere? I have an experience with Photoshop, but not with Premiere.

go with premiere's titler, it's actually like a scaled down version of photoshop/illustrator and will be far easier to accomplish

just spend a few minutes with it, it's painless. on the left side you have your creation tools, on the left you have your modifiers

threw this together in a minute:

Create a 'viewfinder' image in Photoshop, with 'transparent' regions (that is 'no background'...). The import the PSD image into Premiere. Then place the 'viewfinder' image over the 'live action' clip in a sequence timeline. Select the 'viewfinder' layer,
and then select the 'effects Control tab'. Under the 'opacity' option you will find a layer mode selection. Use 'the 'multiply' mode, to 'burn' the view finder image into the live action image.

The 'layer modes' in Premiere work like the layer modes on Photoshop.
