Adobe Media Encoder Bit Rate- Lower than What I Select?

I'm fairly new to CS5 Premeire/Media Encoder, and I'm trying to encode 1920x1080 to h.264 at a bitrate of 8500-9500.

I select that rate, but it comes out at about 2850.

I've tried several times, and it comes out at a lower rate (and much smaller file size) than I expect.

How can I raise the rate? Thanks. Mac Pro, 6-Core 3.33GHz, ATI Radeon HD 5770 1GB
 
OK.

Next, do I understand correctly that you have a Target set to 8500 and a Max set to 9500? What is the Minimum set to?
 
There is no minimum (not that I see, at least), only Target and Max. MAybe I'll target 14 Mbs, see what I get...
