Adobe Encore workflow for 720p30 DVD authoring?

Hello,

I'm having an issue authoring a DVD in it's native 720p30 resolution from Premiere. When I send it to Encore, Encore wants to set it to 720p23.397. If I try to make the transcode settings 720p30, Encore will set the frame rate at 23.397. What gives? I'm brand new to Premiere and Encore, coming from Final Cut, and I've never run into this problem. Surely I can author a 720p30 DVD from this software, so what's a proper workflow? Hooray for user error?

Thanks!

Edit:

I'm working with Adobe CS6 on a Mac Pro

Currently exporting with BluRay MPEG2 settings to see if that helps. Although this will NOT be a blu ray disc.

I assume you mean 720x480 as 720p is 1280x720.
Go into Edit Quality Presets and set framerate under Basic Video Settings to 29.97.

Thanks for your help, Ann. I've realized a 720p (1280x720) is apparently over the max resolution for DVD (720x480). I have been under the impression I could make up to a 1280x720 DVD, but it looks Like I'm wrong?

You can put HD on a DVD.
Export from Premiere and import into Encore with a BD project.
Make BluRay iso and burn that with third party burn software to DVD.
This DVD is only playable on a BluRay player. But unfortunately not every BD-player takes kindly to these dvd's.

Understandable, and thank you so much for your quick, helpful replies. Is there a 3rd party software you recommend?

DVD is SD; Standard Definition. Br or Blue-ray is HD. I use IMG burn. Also when testing transcoding recipes. I'll often do as Ann suggested and change the quality presets. Then While keeping the Movie in the viewer, from the projects window I'll choose transcode now. Once that is done, I'll look to see if it looks like a transcode I like. If not, I'll choose revert to original, change the presets and try again, and again until the movie is as good as I can get it transcode-wise. You'll see Encore open Media Endcoder when it performs the transcoding function. Once you like a transcode, you can save it too.
