Adobe Encore Menu Problems

So I'm trying to put this wedding video on a DVD. I want to make a custom menu but every time I click for a New Menu (Apple+M) it always, every time makes a menu with one of the preset menus. It seems like it should be something simple but I've tried making sure nothing is selected and it still won't create a blank menu. Any help is appreciated! Thanks

Create the menu in Photoshop first with the buttons as individual text layers and then import it into the project as a menu instead of an asset. Then right click and turn the text layers into buttons.

Well I was trying to follow Andrew Cramers tutorial HERE

He made his whole menu in After Effects. At exactly 24:24 in the tutorial he creates a new menu and then gets a black window to appear. I do the same thing and it automaticly sets up a preset menu.
