Adding Subtitles in FCP

I am finishing up editing work on a Brazil documentary, and I am looking for the best advice regarding adding subtitles in FCP. I have already searched the forums, in looking for a better way to create subtitles other then just creating a text layer in FCP and creating a text block through the text generator for every line of text. Is there a more efficient method, is it common to create text blocks for every line of text?

For example, on most dvds when you fast forward, the subtitling isn't displayed. How is this done?

Appreciate any advice as our deadline is coming!

The last time I did subtitles I did them in DVDSP.

Should I avoid creating subtitles in FCP because it will burn/embed them in the final video, not allowing us to re-edit, or change languages, is this correct?
I heard this is a good option for importing into DVD SP, http://www.belle-nuit.com/subtitler/index.html
