Adding letterbox in post

I create a PSD at 720X480 add the black bars, top and bottom, and then export this into vegas. The bars will not touch the top or bottom of the frame. Leaving a nice gap of video in between so I make it taller than it is wide now the problem is reversed by leaving the gap at the sides I've tried making the whole thing bigger, smaller, wider, skinnier. I even tried to lay the two types over one another and then I'm left with little squares at the corners. What the heck am I doing wrong!!!?
 
You’re overthinking the problem (we all do that). Go to the Media Generator, start with a close gradient preset (something rectangular and transparent in the middle), and make a mask from that. It will fit.

Or, even simpler, go to pan/crop and use the 16:9 or 1.85:1 crop preset.
 
When ever you have a picture (jpg, Png) mask and it doesn't exactly fill the frame just right click it select properties. Uncheck maintain aspect ratio and your problem is solved. The whole frame will be filled.

So I think that sounds like fun,---I'll give 16:9 a try on this project to see how it looks.
Simple, select all, pan/crop/ selction 16:9.
Ok,---so I get 16:9.
But I can't get it to go back to 4:3.
What?
