Adding an Effect to a clip

What is the best way to add an effect to ONLY a portion of a clip? For example if I wanted to put a strobe on the first 4-7 frames but have the rest of the clip playback normal. I have tried to select the clip then use my range tool and highlight a few frames then add the effect to just that portion that was highlighted. I even set in and out points for that same section of the clip as well but for some reason the whole clip had the strobe effect which I didn't want.

I believe you will either have to razor blade it, or keyframe it.

I would recommend the first option though. That way you only have to render (if needed) the portion with the effect.
