So I was looking on ebay to buy a lens for my mini35 im building when I was told by my friend that you can't use lenses on movie cameras that were designed to go on still cameras.
Is this true?

Isn't that pretty much the point of building a 35mm adapter? So you can use 35mm still lenses on your video camera? It all depends on how you design the mount for the lense. But the simple answer is yes considering the Mini 35 takes still lenses. So does the Guerilla 35.

So, can one use lenses from still SLR cameras on a video camera. I say a lens on a still camera works the same as a movie camera but I have been told different. My curiosity comes from the fact that I want to be able to use the lenses that I have on my Canon Rebel on my DVX.
Any help would be cool.

There shouldn't be a problem using a still camera lens for shooting film or video, as long as the lens will cover your entire frame. They're all taking a curved field of view (the scene) and projecting them onto a flat plane -- film or CCDs.
If you were using a flat field lens, you might have a problem. These are lenses that are designed to take a flat image and project it onto film or CCDs, like what an optical printer would do, or what a copy camera would be designed to do.
Again, the only optical concern would be whether the lens covers your field of view.
