A question nobody seems to know the answer to

I have to output tons of content to WMV. I edit on the PC so I just create the WMV from AVI files.

Problem is that Adobe Premeire came out with their "update" and it does not edit DVCPRO HD so now I have to switch to Apple.

My question is: Does a WMV created from a MOV file have the same quality as a WMV created from an AVI?

That depends what's inside of the MOV file. See MOV is just a wrapper, it could contain DV or QuickTime or other things inside the container. So, if it has DV footage and you render out to WMV, it be be close to the same thing you were doing on the PC. BUT, if that MOV file has QT in it, then the quality will suck because you'll have essentially gone from DV > QT > WMV (kind of like encoding an mp3 from another mp3, two lossy compressions in a row, not good). Make sense?

Quicktime is the wrapper. ANy number of codec choices within QT. Quality will be dependent on what it's encoded with and what you're goign out to. Some codecs can transcode for minimal loss.

Ok guys, lets just say FULL quality. So I edit the video and render out a FULL quality MOV

Will the WMV created from this be as good as one from a FULL QUALITY AVI?

'Full Quality' MOV and AVI shoudl be identical. Question is what you convert to WMV and what it's settigns are. There's no inherent quality loss in QT or AVI, it's all up to the codecs.

Why does it have to WMV?
