A few questions regarding workflow with varying resolutions and frame rates

Hello all.

So I have had plenty of experience with editing both 1080p footage shot at 23.97 fps and 720p footage shot at 59.94 fps separately, but I would like to do some experimenting with combining the two.

I just recently shot some footage on vacation with my T3i, most of it being 1080p at 23.97 fps, but I also shot some stuff at 720p 59.94 fps for using Twixtor in After Effects. I would like to have an edit with all of the footage together, so I have some questions on where to start.

Regarding resolution, I realize that I will either have to expand the 720p footage to match the 1080p footage, or I will have to shrink the 1080p to match the 720p. Which option typically works best? I have a feeling that blowing up 720p footage will look a lot worse than shrinking the 1080p footage. Also, is this something I should be doing in my editor, or when I am transcoding the footage? (using MPEG Streamclip)

Varying frame rates seems to be a little trickier, at least when I think about it. Is my only option conforming the 59.94 footage to match the 23.97 timeline? Something to keep in mind is once I get my footage together in final cut, I will be exporting an XML so I can work on the project in After Effects for color grading and Twixtor. Does that mean to have the conformed footage play at regular speed, I would have to manually increase the speed of the clip so it's not playing at 40%?

I was planning on using Final Cut Pro 7 because I am very comfortable with it, but I did just recently purchase Avid. Would Avid have any advantage over Final Cut as far as workflow goes?

So again, some things to keep in mind are that I plan on working on the project in both Final Cut (or Avid) as well as After Effects, and I plan on using Twixtor, if that changes any part of the process.

I hope all of that made sense, and thank you in advance if you can help me out.
