720p/1080p timeline scaling size question

Let's say I have a 720p timeline. I drop a 1080 clip into it on FCP right now, and it scales it down to 720 automatically. Is there any setting on FCP or Adobe that drops a 1080 clip in a 720 timeline in true size? Where to show the clip properly I'd have to scale it myself? I ask because it seems like the 1080 quality isn't retained as soon as it's scaled into 720, so if I wanted to crop out part of the shot, I'm under 720 quality, when I really shouldn't have to be... or am I completely wrong? I could buy that, too.

A couple of ways: Create a 720p sequence and when it is blank, drop the 1080 clip in, and when FCP asks if you want to conform the sequence to the clip say no.

OR

Just double click the clip in the sequence and under the motion tab change the distort properties.
