4:3 -> 16:9

Hello,

We shot footage at 4:3, but would like the final output to be 16:9.
What's the best way to do that in Vegas?

Should I just set up an NTSC 24p project and letterbox, or a 16:9 project (which I don't know how to do).

I'd like to keep the flexibility to crop the frame lower or higher for better composition, don't want to just center-crop everything.

Any suggestions welcome.
