Regarding the original question; more and more films are being fully scanned to 4K, 2K or HD rather than partially. The "low budget" route involves telecine to HD. The feature I am on now is using a 35mm to HDCAM SR path, considered a "poor man's" DI.
Storage is certainly daunting. An HD feature I shot last year is requiring something like 10 terabytes, and that is still only selects, not all of the footage shot.
