35mm Lenses

Well, I believe you'd want something with a lower aperture than that. Like f1.2-1.8. Because no matter what you lose certain amount of light with any 35mm adapter, so you'd better have a faster lense.
As for this particular glass, I can't really help you. Not familiar with Vivitar. But there are hundreds of lenses on eBay, look for Nikkor, Canon or even Minolta Rokkor. F1.2 should cost you $100-200. Not that cheap, but this is something you put in front of your camera lense and get pictures with...
 
you can get canon fd 50mm f1.4 spectra coated lenses on ebay for about $90, this is what I have for my adapter project, and it is very sharp and fast. The FD is an older mount, but you can use the rear element cap as the lenses base/lock onto your adapter.

50mm seem to be the fastest AND affordable lenses avail. Of course 28 is wider, but unless you are willing to spend some serious scratch for a 28mm f1.8, than you are stuck with the f2.8 that most 28mm come with. Depending on the adapter you will use it with, it may or may not be a problem. My adapter project is a static designe using the Nikon F3D screen, and with slower lenses grain becomes a problem.

Spinning adapters done right (which I chose to not build for noise and the whole rail thing involved) will have less trouble with slowere lenses like the one ab above.

You zoom lenses like the one you linked to will typicaly be slower lenses, like f3.5 for f4. D. If you are making a project, you may want to stick with prime lenses, that huge zoom might prove very cumbersome for a video camera.
 
if there are small camera shops around your place, check them for used lenses... picked up a Canon 50mm f1.8 for $20
