I filmed a big project in a NTSC country using my PAL DV camera, now they want me to put in on DVD. Would the 25 fps frame rate be a problem? They also want the video clips on their website ( that part wont be a problem )

You haven't specified whether you shot 25p or 50i.
25p and 50i can both be wrapped in a 60i container easily enough.
25p can also be slowed to 23.98p for NTSC DVD.

My Project Settings in Edius

Quantization Bit Rate : 24 Bit

How exactly do you slow down 25p to 23.98p for NTSC DVD?
Do you do it from Edius before rendering the final AVI or ... from the DVD making software?

Using Adobe Media Encoder I am attempting the following.

I took the rendered AVI into the program and just exported it as an NTSC DVD file. Any drawbacks to this?

Here, I am attempting to slow down 25p to 24 ( does it need to be 23.98p? ) from EDIUS. The result should be an NTSC AVI.
