24pa ----> Vegas ---> 24 frame DVD

Ok, I just want to make sure I am doing everything right here. I want to burn 24a footage to a DVD, keeping the progressive and 24 framerate (if that is possible, I know that the TV interlaces it again as well)

So In Vegas, Is this all i do?

Capture Tape --- into a 24p project

Export as MPEG2 --? does this hold progressive?

Burn to DVD

I am just wondering what process in there do i remove the pulldown, or does vegas automatically remove it when it captures the video?

Yep. 2 things to look out for - make sure the Vegas project is set to "2-3-3-2 24p ntsc dv" in preferences & when you "render as" choose the mpeg-2 24p preset. This will give you true progressive frames, of course the only way to "really" see them is to watch it on a progressive monitor like an hdtv set, etc. I notice that the progressive frames have fewer interlace issues than a 29.97 mpeg-2 (probably because they aren't interlaced - but even with the reverse pulldown added by the ntsc set or dvd player they seem to look better), but I haven't done to many real comparisons - gotta love that 24p look though!
