I've just tried converting Pal footage edited on Pal format on FCP and exported as NTSC. There's an option that I could choose during exporting procedure. I haven't done what you asked for, yet. However, I assume you could edit the footage on 24p NTSC timeline and could just choose the option to PAL on exporting settings. Good luck.
