i shot 24p normal in squezed mode and was wondering do i bring it in as anamorphic? is therte a difference between marking it or capturing as anamorphic? thanks

Yes, you'll treat the clip as anamorphic. You can then drop it in an anamorphic timeline to edit true 16:9, or drop it in a 4:3 timeline and it will letterbox it.
