I have mixed 24p and 60i footage. Should I be editing in a 24, 23.97, or 29.97 timeline in Final Cut Pro?

The final output will be to DVD.

If you captured 24p, without removing the 2:3 pulldown, then your sequence setting should be 29.97. If you have the removal (DV-NTSC Advaned 2:3:3:2 Pulldown Removal - thats ur capture setting) then i'm not really sure

hmmmm so i captured the 24p in just NTSC-DV 48kz format.
My timeline is 29.97
I just put the 24p and the 60i together.

Now when I export in m2v for DVD i get weird distortion

Which mode did you shoot in, 24p or 24pa (advanced)?

If you shot 24p (normal) then, yes, you imported with the proper format (NTSC DV 48 kHz.)

If you shot in 24pa, you should have removed the pullldown, usually by selecting the "24p (23.98) Advanced Pulldown" capture preset, and then edited in a 24p timeline.

See this article for a crystal clear explanation of which capture/edit settings to use:

I have a similar question related to this thread - I shot 1/2 my tape in 24p advanced, the other in 24p (mid stream changed to conform to dual camera approach with another camera person). I was not sure how to capture the footage, since I'd like to use both segments of the tape. Should I change the capture settings for each segment but keep in the same project?
