If my end product is a DVD, which mode would give be the highest quality in terms of sharpness, resolution, color, etc: 24p, 30p, or 60i? What if the TV the DVD player is connected to does not accept progressive input, as many don't? Same question if I am exporting to quicktime or wmf, minus the TV question...

The choice between frame rates is purely artistic. You have to use the frame rate which bests suits your artistic goals.
As for making progressive DVDs, any DVD player can play them to any TV. The DVD player will do the work necessary to display 24p on a standard TV, and 30p would just be encoded as 60i, because it will work out to the same thing.
