Just experienced the same issue - FCP reverting to 29.97 when set to capture using advanced pulldown removal preset. When a cadance sync is detected during capture now, video is captured 29.97 and audio at 23.98 resulting in fast video and sync error.
Solved problem by opening problem clip in Cinema Tools with 23.98 preset and conforming the clip. If both apps are open the 29.97 clip will become 23.98 in FCP and sync issue is solved.
