16x9 re-format to 360x240 for best view on youtube?

I have hd footage that I've been in editing in (960x720) 16x9. I need to upload the file to youtube for viewing but youtube compresses everything to 360x240. I know I can convert it to ntsc dv (3:2), but it will be letter-boxed. Is there a another sequence setting I should be using that will allow for a better, full screen picture?
