1080 slow mo

I want to put a 1080 30p clip in a 1080 24p timeline and get a slow motion effect as a result. I posted elswhere and was told FCP has the ability to conform the 30p clip to 24p and give the desired slo mo......Adobe tells me that is not possible in Premiere cs3 (windows). Adobe says AE is the tool I need. $1000 solutions are not what I was hoping for.
Does anybody know how this can be done?

Should work fine. Simply import the 30p clip into your 24p project. Check the framerate in the bin window; if it says "29.97" right-click the clip, select "Interpret Footage" and change the framerate to "23.976". That will make your clip play back 1.25x slowly.

Premiere will frame blend to bring the footage into line with the preset....I'm trying to make Premiere use only existing frames.

Ah, probably--as it's actually a 60i stream. Maybe try right-clicking and unchecking "Frame Blend"--it's enabled by default. The other option would be to import your 30p clips into a 30p project, export them as 30p AVIs, and bring them into your 24p project. Since the exported AVIs will be self-contained, truly progressive files, they shouldn't exhibit the frame blending funkiness. You'll still have to change how they're interpreted, but that would probably work. That's what you'd end up doing if you were using AE anyhow.

You don't have to do anything to get 30p slow mo if that's what you're going for. Dropping a 30p file into a 24 fps timeline automatically plays it back slower simply because there's more frame. Trying to interpret the footage to 24p may result in unwanted motion judder.

A much better way to get slow motion in general is to shoot 60i with a high shutterspeed, then Time Stretch 200% in AE to get 60p. Drop that back into a 24p timeline an it'll automatically result in slow motion.
